The short answer
A trash bin cleaning service pressure-rinses the inside, lid and outside of a roll-out bin, applies a sanitising and deodorising treatment, and captures the grey water rather than letting it run down the driveway into the storm drain. Bins are serviced the day after collection, while they're empty, either as a one-off reset or on a recurring monthly or quarterly schedule. You don't need to be home — the bins just need to be out and empty.
Why bins get so bad
A roll-out bin bakes in the sun with a residue of everything that's been through it. Charlotte heat and humidity do the rest. By late summer the bin by the garage has its own weather system, and rinsing it with a hose just moves the problem onto the driveway.
